Has there ever been Black Presidents in Mauritania?

I am nit from Mauritania, I am an African person tho and watching Mauritanian politics I have botuced that the presidente are always Arab looking to me it is confusing because despite Arabs being a consisten part of the population (30%) they aren't the majority ehy the genrral pubblicato elect them instead of electing black politicians?
