ELI5 - if the bank interest rate is 3.75%, why would I not get this when applying for a mortgage?

Currently renting - aim to shop around for a place at the end of the year.

I'd imagine the rates vary depending on who is applying, etc., but why is it not 3.75%? It really limits my budget when looking at places on Rightmove.
