How to make pc as a host to stream outside of network to any device?

My tv is vidaa od and doesn’t support torrents, and the buffering on my iPhone is annoyingly long. I downloaded Stremio Service to my pc, I did port forward, allowed port in firewall. But still not working, I have public fix ip. Plex server is working outside of network without any problems.

Did anyone managed to make it work?
