Where to go to college in Europe as us citizen?

Hello I was wondering what European countries have generous college programs to us migrants while also having competitive institutions, particularly in physics. The thing is I will be working in Ukraine for the rest of this year and while I am applying to schools in the US (for the fall of next year), I’d like to hedge against the risk I get rejected by all of them or only accepted by low tier ones. I figure maybe some university in Europe will be sympathetic to me working in Ukraine. I came here earlier asking about Germany but apparently that’s very hostile to migrants, regardless where from. Any advice would be appreciated and I could learn the language, I only know B2 German right now and some Mandarin and I’m not opposed to working while in school.
