Edge of fate campaign

Didn't have problems till now, I have been trying to finish edge of fate campaign since I finished renegades, I'm on step 21 but I can't load into keplar, it shows red and says I need to 'finish the campaign', how can I progress if I can't get on keplar to meet ikora and lodi?
