Opinions on best build for Tagoar?

I pulled Tagoar a couple of days ago.

I know he can be a real beast if built right, but I'm not sure which direction to go with him.

I looked him up on HellHades and Ayumilove, and altogether, there were basically 4 different mastery spreads for him, and a total of like 6 or so different recommended relics.

Safe to say, I'm confused, so I thought it would be best to ask to see what people think.

Any help would be much appreciated.
