Book about accepting curly I read as a child

The story was about four elements personified, the sun, the earth/dirt, wind, and water. Their hair was all based on their elements. The sun girls grew in coils up, the earth grew towards the ground, wind flew in the air, water flowed straight.
The elements all looked in a river one day to see their reflections and noticed suns hair was different and the elements start teasing her. Water secretly thought suns hair was actually pretty but pretended she also disliked it to fit in. The sun straightened her hair with a stick and her hair fell out. Because of that the sun wouldn't rise anymore and the elements said sorry. (Trying my best to remember the plot)
I've looked everywhere but I can find it. It was a picture book and at the end there was a questionnaire based on the moral of the story
