Why are companies getting tariff refunds?

Every single company just pushed the tariff cost onto consumers. I was told by newegg that the price of computer parts I ordered was increased because of tariffs. Companies are never paying more for products without increasing the price consumers are paying for them. It seems like companies just get to double dip on profits now because of this essentially. I feel like more people should be outraged that companies are getting refunds and not the consumers that actually paid the costs for these illegal tariffs
