Why are tournament opponents not done by VRS after round 1?

Both high and low matches in Astana have best teams in each group facing each other. It's especially egregious in Low for Magic/K27 since one of them will be out while Huns/Fisher will get to advance. Is there a reason for not using the latest VRS ranking for seeding each round to make sure the best teams make it through? Seems like needless randomness.

Even rounds won so far tell the story, both Fisher and Huns are under 20. While both K27 and Magic are over 40. Confused why a structure would exist to keep worse team around.
