Bring my 9 year old dog to my campus apartment

My Pomeranian is 9 years old, almost 10, and for the last 7 years since I got her she's been in a household that always has someone there and is noisy. I recently moved out of there, my parents house, into an on campus apartment. I got approved to bring her with me after living here for about 6 months.

This weekend I brought her and it didn't go well. I had left and she howled the entire time I was gone. When I got back she was shaking and panting really bad. I ended up taking her back to my parents.

I was thinking about trying again during my summer quarter when I only have online classes. However, i'm concerned that she might be too old to handle the stress of the move. Any advice?
