Committed elsewhere which I now hate

I committed to another state’s school but I now both hate that school and can barely afford it. Am I able to transfer to Rutgers before the first semester? I had turned down their initial offer. I’d honestly rather start college at Rutgers in the fall than go to the other university in the spring.
