New CGT laws and selling

Of course we don't know the exact laws that will come into effect but I won't necessarily have a lot of time to make a decision so asking early. I don't have a huge stock portfolio but I invested around 30k in Intel at $19 and it's already at $126 after just over 12 months. If the new CGT laws come into effect it would make sense to sell basically my whole portfolio just to secure the cgt discount yeah? FWIW I'm in highest income tax bracket
