This is my first year watching basketball as I’m from the UK, so this question might come across stupid and the answer might be obvious🫣

At the draft lottery earlier, when the Mavs got announced as the 9th pick why did the Bulls go automatically straight into the top 4 picks? Happened again when the Kings got announced as the 7th pick, Memphis went straight into the top 4 picks? Again apologies if this is a obvious answer just really curious🤣
