Who should refund you..seller or WN? Confused

New to whatnot as a buyer.

If you have to file a refund for an item that wasn’t disclosed of some damage or received the wrong item. Do you reach out to seller expecting them to refund you? There’s a few circumstances I’ve kindly reached out to seller & they just rush me off to contact whatnot & it kind of annoys me if I’m honest. I feel like it should be more on the seller than whatnot to fix my issue.

I’m also not sure if the refunds through whatnot count against me like a certain number will affect you. I just need clarity on this.
