Shuttle bus?

Got on at Bayswater station this morning expecting the carriages to be empty with Boronia station being closed, yet there was quite a few passengers.

What’s the go, I thought passengers from Ferntree Gully station were supposed to get off and catch a shuttle bus to Bayswater?
