I can’t text or call my friend on my quest 2

Everytime I try to text or call this specific account it doesn’t work. It works with other accounts but JUST not this one. It shows a red !, When I try to text. And calls won’t go through as well. He can’t text or call me either. i have tried everything i can but nothing has worked yet.

Yes our software is updated to the latest version. I use a quest 2 and he uses a quest 3 If that helps.
