Thunder road vendetta - chopper question

Orange moves chopper behind blue, attacks and displaces a car.

White then moves in front of chopper (where the blue car was)

When it comes back to oranges turn, can he just attack for free (not activate it)

The way I read is helicopter activates and moves to a empty space and shoots. Meaning it can't stay where it is and shoot either.
