Level sync

My friends and I recently started playing vault hunters 3 and i was looking though stuff when I found level sync, but the description is kind of short in game. when I tried finding it elsewhere I could not find a mention of it on any wiki pages so I was wondering if anyone has used this and how it works with dyeing in vaults or other things like that.
