Cross Contamination at K-BBQ

I recently ate at a K-BBQ place. As I was eating I saw that the worker who cleans the tables and threw out trash used the same gloves to change clean grill plates for customers to eat on. I was wondering if this is the norm or if this place just doesn't have good training?
