Deputy Sheriff said she could curate me for broken passenger side window?(CA)

Hi all, I’ve seen older posts asking this, but just wanted to double check this has not changed. I got pulled over today and the cop that pulled me over said that I need to fix my passenger side mirror, which no longer has the mirror on it, asap. She said that she could give me a citation for it but wouldn’t give me one today. I told her I thought that legally you’re only required to have two functioning mirrors, and pointed at my driver side mirror and the rear view mirror, both of which are fully functioning. She then doubled down and said your mirrors need to be fully functioning, which confused me because it didn’t really respond to what I said, and said she can write me a citation. I just left it alone after that. I’m just wondering in case I get pulled over again would I actually get a citation for this? From what I’m seeing online it says it’s fine in California, but I’m confused because the cop said otherwise. I’ve been fine driving safely using my rear view mirror and I’m planning to sell my car soon and don’t really want to spend the money to get it fixed if I don’t need to. Thank you in advance!!
