Why is it that your government always seeks to ruin experiences for the common people?

Sorry if this seems like a mean question but I've read about the FIFA world cup and the problems that are happening because it is being hosted in the USA. Most of these problems stem from the absurdly high ticket prices and ICE. So I needed to ask, why would the govenrment ruin the experiences for the common people especially when the world cup is one of the biggest events that can boost tourism to the country and cause a large increase in the economy.

So I gotta ask, why is your government ruining it? like the world cup being hosted in the US benefits them as well as the common people.
