Crazy Landlord - Victoria

I know of a woman who has a few properties she rents out. She cannot do through a real estate so does it through sites like flatmates. She rents eiter the entire property and other times by the room. She has lived in one of the properties and has rented out the other room. She takes bond and rent and then does not lodge the bond. She has also claimed she never received the bond or rent payments and demanded more money on the day of move in. She then pushes the tenants and asks them to pay ridiculous utilities which she doesn't pay to the provider. She will harass the tenants and show up and let herself in. She has urinated on people's clothes and stolen things. She has made up drama and calls the police stating the tenant has assaulted her. The police aren't interested at this time and are saying to contact VCAT. What else can be done? Who should be looking at this from a legal perspective?
