UofT or uOttawa Civil eng which offer to pick?

Hi guys. I’m an international student who got accepted to both UofT and uOttawa civil engineering. I’m having a hard decision trying to pick.
For UofT, the pros:

1. Good reputation
2. Big city
   Cons:
3. No scholarship
4. Missed the guaranteed school dorm deadline on March 31st

For uOttawa, the pros:

1. 60k scholarship for 4 years
2. Can still apply for school dorm
   Cons:
3. Lower ranked than UofT for engineering

What do you guys recommend me to pick? 🙁😭
The thing is, UofT deposit it like 5k and uOttawa is only 2k. I’m not even sure if I will go to Canada for studies yet. It’s only my second choice. What do I do?
