Finished with Main Story, Can't Upgrade Camp

So I went in a strange order in my first play through, at least when reading thru a lot of these posts. I have finished the main story line and all the Abyss puzzles. I am a few hundred hours in, so I did a lot of exploring and side quests. Now im trying to expand my camp. I'm stuck at 9 comrades and 23/34 faction quests done. I have the infinity sign next to one of them, but the rest are checked off. When I click on the Howling Hill button, it doesn't show any missions. Also, when I do dispatch missions, my comrades' XP doesn't go up. I'm just stuck and pissed off. Has anyone had the same issue or does anybody know how I might fix it?
