How to make a deck

I was gifted the new Charizard pack and would like to get into a local tournament. Can I make a competitive deck out of just the cards in the box or do I need to get others? IfI can’t make a deck out of the box, what even is the point of the box?

If I need other cards where could I get them? Are there other pre made decks that I should be looking into instead?
