Questions about matchmaking

Is this game p2p or are they using dedicated servers

Currently does the matchmaking try to find a game with somewhat decent ping for all squad members? I'm playing with a friend from oversea and If I'm lucky I get into a game with 210~240ping which is playable but If I'm unlucky I get into a 260~330ping lobby which I usually just die whenever it start rubber-banding .
