anyone know why flourishes are so weird?

basically what the title says, but i cannot find a list of all things that count as flourishes, in game and online all they are are the last hit in an M1 combo, but ingame i know emperors flame counts and i think heavy wep has a mantraa that flourishes, if anyone knows how to figure out what are and arent flourish attacks or has a list id love to get the info
