Playing on steam, can’t send whispers

Whenever I try to send a whisper, it says it’s unable the be delivered, even when it’s a reply to a whisper I already have.

Checked the settings, I’m online on both steam and Battle.net, cross play is on, not part of clan and private message is public.

Anyone coming across this as well or know a fix?
