Bato is now under Senate custody in order to prevent the authorities from arresting him. What recourse do we have in order to override this and push through with his arrest?

Also, if he has an arrest warrant, doesn't that essentially make him a fugitive now as well? And aren't the Senators who are protecting him essentially now criminals as well since harboring a fugitive is a felony? Is it possible for the ICC to issue arrest warrants for those senators also? I doubt our own courts will do anything about it.
