Durham County Board of Commissioners Meeting - May 11, 2026: Budget Choices: Schools, EMS, and Taxes

The Durham County Board of Commissioners covered a lot more than line items in this meeting.

First, the board paused to recognize the people who answer 911 calls and show up on our worst days, declaring EMS Week and lifting up the teamwork behind every ambulance run. That set the stage for a second proclamation: Mental Health Awareness Month, with treatment courts and providers explaining what support actually looks like on the ground—from Narcan trainings and ballgames with participants to long‑term work with people facing serious mental illness and addiction. One recovery court story in particular shows what it can mean when someone gets treatment, support, and a second chance.

Then the tone shifted: the County Manager rolled out a recommended budget in a slowing economy, spelling out the tradeoffs between keeping services strong and keeping costs in check.

Highlights:

  • A proposed 2‑cent property tax rate increase to add about $17 million, largely for Durham Public Schools, pre‑K, and mandated services like EMS.
  • Over $10 million more for DPS operating funds, more pre‑K support, and continued backing for Durham Tech and student scholarships.
  • New EMS positions and another 24/7 ambulance unit, plus additional Sheriff’s Office positions through internal realignments.
  • Joint work with the City of Durham on homelessness, shelter operations, and a comprehensive violence reduction plan.
  • Rising costs baked into the details: higher sewer rates for major utility projects, more funding for detention healthcare and food, and added dollars for employee healthcare and an expanded wellness clinic.

The Manager was blunt about shrinking “natural” revenue growth, the likelihood of future gaps between needs and resources, and the possibility of more tax rate increases down the line—while stressing fiscal stability and the county’s DCo Forward 2029 strategic plan as the guide.

If you care about your tax bill, school funding, EMS response times, homelessness strategy, or how far Durham should grow, it’s worth hearing exactly how this budget was framed—and how you’re being invited into the process. The video walks through the key choices, the dates for public hearings and work sessions, and ends with a question: will residents show up and weigh in?

Watch the reel and then tell us in the comments: does this budget strike the right balance between keeping Durham affordable and keeping services strong?
