AK Kits, AK Receivers, and SB25-003

I've seen a bunch of stuff on AR lowers and uppers here, but relatively little on AKs. I was having a discussion with some individuals who have accumulated AK kits and completed AK receivers over the years. Can they assemble them after August 1st or is that a no no? What parts absolutely need to be put together by August 1st? Can they have a builder put them together after August 1st or no?
