How much would a 30sec 2D animation like this realistically cost from a freelancer?

Very simple/minimal animation

- Mostly static shots

- Simple mouth flaps only

- No voice acting/audio needed

- Simple backgrounds (just throne room, big doors, throne, carpet etc.)

- No animated zooms/camera movement

- 2 characters only

- One character based on a real person reference image

- Tone is dramatic/comedic

Basically low-budget but still watchable quality.

What price range would you expect for this?
