Lutron Caseta Lights turn on at full brightness

New to Homey - my Lutron lights always start at 100% when turning on. If I have a flow that sets the dim level without first turning the light on, the light will still come on at 100% before dimming to the declared level.

If I use the Alexa/Lutron integration and skip Homey, then it seems to work as expected since it is cloud-to-cloud with the app. I've searched and it seems like this is an issue with Lutron lights for Home Assistant, Homey etc. but most posts I found were quite old. Any solution, or is this something I have to live with?
