Apps having high background usage dispite restriction

Hi

I have a Find X9 Pro and I have apps that still have a high background usage despite me restricting background usage .

Also the phone feels quite sluggish now after 3 months.

Any solution or fix for this?

I've tried system boost for clearing ram but it's not helped either .
