Does pvp timer vary at different ELO levels? Any way to play ladder with other slower players with a slower timer?

I sadly feel the pvp timer right now is too egregious for me, I want a more classic LAN experience hero pvp game where we both take turns

Any other players out there want to do 1v1s at a slower pace?
