Daisy’s handler

I saw a lot of posts regarding daisy’s handler. I’m confused I was under the impression that it was Garth , given the fact that Daisy is reporting to him on her discoveries.

We saw last episode that Daisy initially meets Garth at the border . I’m assuming he’s the one who gives her radio back. Therefore outing himself as her handler and a mayday agent .

If not Garth, then who is Daisy’s handler? I remember Rita saying her handler is only one she could trust in there.
