Guys, I'm just a newbie looking for budget IEMs

Guys, I'm just a newbie looking for budget IEMs, and I'm currently using a Samsung mobile. I'm thinking of going with a Moondrop - Chu II DSP with a Type-C pin.

1. So I have some questions, like does this model have an inbuilt DAC?

2. And if yes/no, is it worth money, or is good for a beginner like me?

3. And do you have any suggestions for me in the budget?

4. Also if there is anything else better than this in this price range kindly suggest some good ones...
