(Why) does it take 30 days for Direct Deposit to be processed?

I would think that DD is much cheaper for the state than cutting a check, so I'd think it would be beneficial to them to process it as quickly as possible, ideally the same pay period, so that if you sign up on Feb 1, they wouldn't have to pay you twice with a paper check.
