Blue player skill

Ive noticed a large amount of blue ranked players that have excellent game knowledge like when to duck and when to low parry. Some of them even do better than most Tekken Kings, emperor's and Gods that I've been able to beat but somehow some blue ranks are just better in the terms of defense. Has anybody else noticed this? What could be the reason?
