Females selling flowers at intersections with young Children

I am sure most people have noticed the large number of females who are selling flowers at busy intersections, always with very young children. I’m not naive and understand they are likely being forced to do this by a larger organization. The sheer numbers of identical schemes support this.

I feel bad for both parties here, and particularly the young children who are forced to stand out in the sun next to busy traffic. Does anyone have insight into what exactly is going on here and if there is anything someone can do to help? I think it’s pretty obvious that making a purchase or otherwise giving money would not actually help the mother and child, but instead line the pockets of the organizers.
