Why AP is better than Bihar /UP in literacy - how numbers are fudged ( may be)

💬 Discussion - చర్చ

I see all the flak on reddit calling AP all names, I am not from AP but I think numbers from BIMARU are fudged. This is not AP superior to Bihar kind of post. Its more sad reality in Bihar and AP should do a lot better than its doing with all the money kind of post.

I did short analysis using Claude.

Education / literacy isnt created in vaccum it needs school infrastructure, teachers , govt policy and MONEY which UP Bihar dosent have on par with south

Claude output after analysis:

Scored literacy correlation factors (Infrastructure, Economic Dev, Govt Policy, Gender Equity, Community) out of 5 for South vs BIMARU states. The results are damning.

The Impossible Convergence:

Bihar — 74.3% literacy | Factor score: 1.6/5

Karnataka — 75.4% literacy | Factor score: 3.4/5

These states are 1% apart on literacy but 2 full points apart on every correlated factor. That’s statistically absurd.

Even though the literacy rate is same. The average correlated factor score is 2 points higher in Karnataka.

The Infrastructure Contradiction:

Bihar’s PTR (Pupil-Teacher Ratio) exceeds 100:1. National average is 23:1. Only 1.4% of Bihar’s schools cover secondary education.

You cannot produce 74% literacy in a system this broken. Kerala does it with 5/5 infrastructure. Bihar claims nearly the same outcome with 1/5.

The Comprehension Bombshell:

In UP, only 7.2% of Grade 3 kids can read a Grade 2 text. The national average is 25.2%. Yet UP reports 78.2% literacy — higher than Karnataka (75.4%) which scores 4/5 on infrastructure.

How is a state where 93% of kids can’t read at grade level reporting near-national-average literacy?

The Gender Math Doesn’t Add Up:

Bihar’s female literacy is ~65%, overall reported literacy is 74.3%, implying male literacy of ~82%. But their learning outcomes, PTR, and infrastructure scores support nothing close to 82% functional literacy for anyone.

The Most Likely Explanation:

India’s census metric counts anyone who can sign their name or read a single sentence as literate. BIMARU states game this threshold through:
• Mass enrollment drives (bodies in classrooms ≠ learning)
• Self-reported survey data with political pressure on local officials
• No standardized verification
TL;DR: South states earn their literacy numbers. BIMARU states report literacy. Big difference.
