Ioe or Germany?

Just graduated from highschool, malai Nepal ma bachlors garnu chaina, us ko aile thik chaina , so Germany garum bhandai chu but time lagne raxha language sokna, studienkolleg .Is it Worthit? Or should i do bachlors here ioe or csit and then go for masters?
