Does refine give the same effect for every wings?

So its been a few weeks since refine was added but i am wondering, i checked and see that every wings show me refining them just increase their drop rate by 20% and increase the time by 2 seconds, so my question is is this effect is the same for all 3 levels, and if so the same for every wings?
