Weapon buff scaling?

Does Radiant, Infernal and Lacerating weapon scale of catalyst spellpower or from current weapon letter and attribute?

I have a hard time finding out.

Also in theory if i have all stats 99 and upgraded weapons and catalyst to max, which buff will deal the most damage?
