reaching 40 fps with an amd 6750 xt?

As the title says, I am reaching 40 fps barelly in town and in runs and I have no idea how to fix this. Tried looking for answers on ytb videos but everyone has nvidia. If anyone can help me I would appreciate it.

I run the game on ultra with high texture quality, Never had a problem until now.
