Water Drainage / Foundation advice

Hi everyone! Can someone please share there thoughts on why they think the foundation is getting stained from the water according to the pictures. How does one go about fixing this / go about this, I have no idea about any of this and don’t know what the cost will entail, TIA! Is it as simple as extending the down spout ?
