Blood of the Mother Side quest

In kyovashad, this season I noticed that Voszalko npc the one that always says “Wanderer, I know what you are!” He is nowhere to be found. I just finished the main campaign moving onto Vessel of Hatred(Trying to make my warlock make sense story wise by playing through all campaigns).

Anyways, did they remove this npc and questline entirely with season 13?
