Late PO’s?

Why are some orders so late and others come early? I’ve ordered from a few small shops and one had a TAT of late March and another had a June ETA. I just got my June eta order in the mail and my March is still late and I haven’t received it. This is from the same company. This has happened with a few other smocked companies in the past couple of months. Is this a manufacturing issue? I don’t get it. Why is this happening with so many businesses right now? Am I going to be wearing my 4th of July smocks for Halloween? My Christmas outfits for Valentine’s Day?
