Apartment automatic gate frequently left open due to breakages, storage cages inside have no locks — bike was stolen.

Location: Massachusetts.

My apartment has residential parking on the upper levels of a garage with an automatic gate that opens because it recognizes your license plate. The gate frequently breaks and when this happens there are long periods where the resident parking gate is left wide open for anyone to enter.

Inside the residential parking there are bike storage cages at each level. These cages look like they’re fitted with a card reader to open with a resident’s key, however they are not functional and there is no lock on the storage cages.

I had my bike stored in one of these cages over the winter. I returned this spring to find the bike was gone. The landlord replied that I should file a police report and an insurance claim.

Is the landlord liable here? What are my rights in MA?
