Magic, an art of creation or manipulation?

Does your magic create matter trought mana or it just manipulate matter around the user?

Let's say water magic, does a mage in your world can create water out of thin air or do they need the source of water first to do that? Or how fire magic need the heat first from the environment or do they just appear out of nowhere?

What do you think?
